This project will implement all electronic tolling, which means that gantries (similar to over-the-road sign structures) will be used to collect tolls. There will not be a cash option, nor traditional toll booths, available for payment.
All electronic tolling allows vehicles to use the toll facility at the posted speeds. Each vehicle is identified either by E-ZPass transponder or by license plate. A wide variety of E-ZPass and Pay by Plate payment options will be offered including in-person, over the phone, through the internet and from self-service kiosks.
HOW PAY BY PLATE TOLLING WORKS
Drivers without an E-ZPass transponder will Pay by Plate. This process uses license plate recognition to identify and invoice customers who have used this tolled facility. ERC will administer Pay by Plate for this project.
It is important to note that Pay by Plate is not a violation. Pay by plate is an alternate way to pay for tolls.
Pay by Plate customers will be charged for processing fees, which by Virginia law is capped at two times the base toll rate which in this case is $3.18. Customers are encouraged to sign up for E-ZPass to avoid these processing fee charges.

Pay by Plate customers will be able to establish an account on this website in late 2013, closer to the proposed 2014 toll launch date.
CUSTOMER SERVICE AND ACCOUNT MANAGEMENT
Payments and customer service related to Pay by Plate accounts can be accomplished by telephone, online or in-person at customer service centers soon to be located in Norfolk and Portsmouth. Toll-free customer service helplines are expected to debut when tolling launches on the tunnels.
CHOICES FOR PAY BY PLATE
There are two types of pay by plate customers:
Customers without an E-ZPass transponder will receive an invoice for the toll generated through license plate recognition.
Prior to an invoice being issued, the license plate will be double-checked through the E-ZPass database. If it is associated with a pre-paid account that is in good standing, the toll will be deducted from that account and an invoice will not be issued.
By law, once the customer pays the invoice, ERC must delete all the information from the system within 30 days, so these accounts are not permanent.
Registered accounts allow customers to regularly manage their accounts online, to create pre-paid accounts and to possibly be eligible for future discounts.
